Local Government Services:
Specific services
offered to local government by EmStyles are wide-ranging, covering
many aspects of service delivery. Malcolm Styles has 35 years of
experience. During a critical timeframe Malcolm ran the business
arm of the Wangaratta Rural City Council. Contracts included
engineering design services. He negotiated an arrangement with two
local engineering and surveying companies to meet the requirements
of his client, being the Rural City. Malcolm was also responsible
for maintenance and construction contracts won against fierce local
and regional competition. Malcolm also was responsible for parks and
reserves, the running of the Wangaratta Airport, Town Planning,
Building Surveying, and Environmental Health services.
Malcolm called the
service arm of the municipality ‘CivicNET’ which was an acronym for
Civic North-East Traders. It returned equity to the Council and its
community of over $500,000 in a bit over 18 months. This was
achieved despite having to provide a number of services that were
not allowed to return any equity due to the nature of the services
being delivered. These were such services as Family Day Care, home
and community care, the Wangaratta Exhibitions gallery, running the
Town Hall facility, and picking up a contract that had been
negotiated at an earlier time by others at nil cost to the client
earlier for long day child care. The facility provided too few
places to be able to even break even.
Malcolm also was
responsible for the Wangaratta liveweight selling facility for which
his astute management skills provided financial returns to the
municipality. This enabled the Council to regularly upgrade the
complex so as to meet the changing needs of the industry. He
serviced the Liveweight Selling facility Advisory Committee to
Council. During that time electronic readers were introduced into
the complex, as well as a major lighting upgrade enabling 24/7 use
of the facilities.
Malcolm can provide
particular specialist services in the form of relief work for
current Engineering and Technical Services Directors, CEOs, and for
Managers. Malcolm has considerable expertise and experience in
leading and managing departments, and in representing municipalities
at regional and State forums and meetings.

Malcolm’s earlier
experience included survey and designs of many roads and stormwater
drains, special charge schemes, saleyard relocation project
planning, designing and construction supervision of a modern

Malcolm has written
and presented an immense number of formal reports to the Councils he
has served. The variety ranges from strategic asset management
strategy reports underpinning long-term financial plans to tender
evaluation reports to road maintenance reports. Malcolm has
presented to Government Road Safety Senate enquiries. He has
presented to Ministers of the Crown about the need for increased
road and bridge funding. He has written and presented academic
papers to his peers at local, regional, State, National and
International conferences in Australia as well as overseas. Malcolm
is well equipped and highly qualified in his fields of expertise.
